must refund applications be certified by the employer?
A member is eligible for a refund only if he or she has terminated
public employment. The member cannot be under a written or verbal
contract to teach in the future. Employers are asked to certify on
the refund application that the member is not under any type of contract
for future services, including substitute teaching.
In addition, the refund application must include current
year earnings. Since earnings are posted to member accounts
only once a year when the Annual Report of Contributions by
Members is processed, it is necessary for the district to verify
earnings and credit up until the last
day of service. The amounts reported on the refund application
should agree with the amounts reported on the Annual Report.
It is important that these figures be accurate. The refund and interest
amounts are based on these reported earnings and service credit.
Overpayments due to an employer certification error will be billed
to the employer.
- There are two earnings
boxes on the refund application. Do I complete both boxes?
If you are completing the refund application
July through October, both boxes should be completed, one for the
current fiscal year and one for the prior fiscal year. During other
months, complete only one box for the current fiscal year.
- How
soon will the member receive a refund check?
The member will normally receive a refund three to four weeks after
the completed and certified application is received by STRS Ohio or the last payroll date, whichever is later.
- Can
I keep a supply of refund applications on hand?
No. STRS Ohio is required by law to send time-sensitive tax notices
to members in conjunction with the refund application. Therefore,
refund applications must be mailed to members from STRS Ohio. Members
can request a refund application by calling 1-888-227-7877.
