| Former Executive Director Charged With Ethics Violations
STRS Ohio’s former executive director, Herb Dyer, has been charged with five misdemeanors related to violations of the state ethics laws. Mr. Dyer served as the system’s executive director from Nov. 20, 1992, through Aug. 4, 2003. The charges cite violations specifically related to accepting such items as meals and golf fees from the board’s investment consultant, Frank Russell Company.
STRS Ohio is not in a position to discuss the specific charges against Mr. Dyer. Due process needs to take its course. It is important to note that these misdemeanor charges do not indicate in any way that there was any quid pro quo or favoritism ever shown to Frank Russell Company, nor that the members’ pension funds were adversely impacted, by these alleged actions. Further, STRS Ohio has taken strong steps to ensure it has policies, procedures and safeguards in place to ensure that both current and potential vendors and all associates know that any gifts, regardless of their value, are prohibited.
