Employer Responsibilities


  • Notifying STRS Ohio of new hires and reemployed retirees within 10 business days of their first date on payroll.
  • Submitting the payroll reports and the required member and employer contribution to the retirement system each payroll period.
  • Identifying member contributions as tax-deferred if an employer pickup plan has been adopted. Member contributions are taxed if a plan has not been adopted. Notifying STRS Ohio when a pickup plan is modified, including modifications due to a change in contribution rate.
  • Submitting completed Deposit and Service Reports, Application for Withdrawal Payment certifications, and the Annual Report in a timely manner. Certifying that the contributions and service credit reported are accurate.
  • Reporting changes to the employer’s address or contact information.
  • Responding to STRS Ohio requests for information in a timely manner.

As an STRS Ohio reporting employer, it is important that you understand your responsibilities as well as the rules and regulations stated in Chapter 3307 of the Ohio Revised Code and Administrative Code Rules.

Employer Reporting Education Team


The Employer Reporting Education team develops and facilitates employer training on STRS Ohio required reporting procedures. We communicate updates to policies and practices, maintain the employer website with up-to-date information and provide trusted resources such as instruction manuals, fact sheets, workshop workbooks and online education materials.

Employer Workshops


Employer Workshops

Each year, the STRS Ohio Employer Reporting Education team hosts statewide workshops to help employers better understand STRS Ohio reporting requirements, policies and procedures. In addition to providing important information, the workshops allow for question-and-answer sessions, group discussions and peer interaction. Exercises throughout the day give participants the opportunity to apply information they have learned.

Employer Workshop Schedule & Cost

These workshops are offered to employers for a nominal fee, usually between $30–$40. Call the Employer Reporting Education team toll-free at 888-535-4050 for more information.

CEUs Available

You may be able to earn Continuing Education Units (CEUs) toward your professional designation or license for attending an Employer Workshop. Please contact your professional or licensing organization for information on applying the credit toward your designation or license.

ESS Training


Personalized Employer Self Service (ESS) Training

The Employer Reporting Education team offers Employer Self Service (ESS) personalized training in March, July and November. This free training focuses on navigating the ESS online reporting system, completing online reports and using the tools available in ESS to assist employers with STRS Ohio reporting.

All sessions will be held at STRS Ohio from 9 a.m.–noon. Employers who use ESS to submit payroll and Annual Report information are asked to stay until 1 p.m. for additional instruction.

Participants receive a guidebook that includes in-depth ESS instructions for all functions, as well as practice exercises to be completed online during class.

Online registration for these training sessions is generally available the first two weeks of February, June and October.
